Is Your Organization Ready for the Roadmap to System Stability?
The "Roadmap System Stability" is a strategic guide outlining the pathway to a stable power supply system based on 100% renewable energy sources. Developed under the leadership of the Federal Network Agency in collaboration with industry stakeholders, associations, and experts, the roadmap provides a clear and structured action plan. It defines the necessary processes (What?), sets concrete implementation timelines (When?), and identifies responsible actors (Who?). A total of 51 processes have been identified to ensure sustainable system stability.
We provide targeted support to grid operators and their leadership teams to strategically and efficiently implement the requirements of this roadmap.

Our Approach
The Perspectives of the Roadmap
The "Roadmap System Stability" is structured into eight distinct focus areas, targeting the core challenges of the energy transition and system stability. These focus areas organize the 51 identified processes and ensure a targeted implementation of measures. We complement this framework with "Transformation Success Management", a cross-cutting emphasis for overall transformation. To ensure an efficient workshop, we structure it around these areas:
Cross-Cutting
Addressing overarching adjustments, developments, or decisions. Requires close collaboration among involved institutions due to distributed responsibilities.
Frequency
Developing technical requirements, procurement concepts for grid frequency stabilization, and conducting pilot projects utilizing power inverters.
Voltage
Creating additional measures to prevent voltage collapses, standardizing exchanges and planning processes between grid operators.
Resonance Stability
Developing uniform criteria and testing procedures for resonance stability, defining system requirements, and conducting field tests with grid-forming power inverters.
Short-Circuit Current
Creating an evaluation methodology for short-circuit currents, examining procurement procedures, and preparing guidelines and monitoring for distribution system operators.
Angle Stability
Conducting system studies on phase angle power requirements, preparing cost-benefit analyses, and integrating inverter-based systems to meet angle stability needs.
Operational Management
Identifying critical factors for system security, enhancing real-time control processes, and accelerating the standardization of smart metering systems.
Grid and Supply Restoration
Determining secured power and energy needs, designing test and training concepts, and setting targets for distribution grid islands and facilities.
Transformation Success Mgmt. Establishing a central project organization to oversee processes, supporting change management throughout implementation, and ensuring sufficient resources. |
Your Results
Assessment Areas
The "Roadmap System Stability" outlines eight key focus areas central to transforming the power supply system. Each area includes specific processes critical to achieving system stability. These are complemented by an overarching cross-topic focus. For each area, we collaborate with your experts to assess process readiness using the 4C Process Readiness Model.
This systematic evaluation identifies action areas where grid operators need to intensify efforts. We help close readiness gaps and prioritize the implementation of measures to meet the roadmap's objectives.
Results Evaluation and Interim Goals
The analysis of the 8+1 focus areas in the "Roadmap System Stability" reveals the current implementation status and identifies specific challenges. Based on process readiness, targeted measures are defined and prioritized to fulfill the roadmap's requirements effectively.
Measures are developed in close collaboration with your experts to ensure a realistic and goal-oriented approach. We assist in evaluating results, prioritizing actions, and defining implementation strategies to drive the roadmap forward efficiently.
Evaluation of Results and Urgency of Planned Processes
A Practical Example:
- Enabling broad field tests to enhance system stability capabilities and pilot their implementation.
- Rapid piloting of grid-forming inverter systems to gain experience and refine technical standards.
- Establishing a uniform approach to determining SDL (secured load delivery) needs at the DSO (distribution system operator) level within grid expansion plans.
- Developing additional emergency measures to prevent voltage collapse.
- Strengthening the robustness of data exchange between grid operators.
- Ensuring legal certainty for preventive and corrective actions by grid operators to increase the level of automation.
We support your Transformation.
